Heery provided construction program management services from early development through move-in for consolidation of the United States Patent and Trademark Office (USPTO) from 18 separate buildings into a new headquarters in Alexandria, Virginia. Encompassing 2.4 million SF, the PTO campus constitutes the largest single lease in GSA history and provides more than 7,000 workspaces, including parking for over 3,800 vehicles, training suites, a cafeteria, four concession areas, a main auditorium, fitness center, health center, credit union, child care center, museum, libraries, public reference areas and a central 10-story atrium.
Heery’s services began in the pre-lease phase with a conceptual program estimate. During design, Heery prepared estimates to verify that the developer was complying with the contract. In addition to the standard constructability reviews, Heery managed a team of specialty reviewers including mechanical, electrical, power distribution, IT and security systems, food service, audio-visual systems, parking, vertical transportation, voice systems, child care center and blast mitigation experts.
At the peak of the 2.5-year construction effort, the Heery on-site team consisted of seven full-time professionals whose efforts included quality assurance, investigation of change orders, commissioning and close-out of a punch list totaling more than 10,000 items. Heery also managed the move process, from development of the overall transition plan to detailed execution of the physical move. The final move strategy reduced the calculated rent liability to the government by over $100 million and the overall transition effort received the Secretary of Commerce’s Silver Medal for planning and execution.
