Facing an increased and sustained number of capital projects and wanting on-call access to a variety of technical disciplines, the State of Tennessee’s Department of Finance and Administration, through its Capital Projects Management division, selected Heery to manage all capital projects undertaken during a four-year period that were over $4 million in construction value. This contract was renewed several times spanning over 15 years. Totaling over $2 billion in construction cost, Heery’s management techniques saved the state more than $85 million and the program was virtually claim-free. The projects completed under this contract included schools, state office buildings and state parks, including the Bicentennial Capitol Mall State Park on the grounds of the State Capitol; health care facilities; libraries; university and higher education facilities, including structures at Tennessee State University and Middle Tennessee State University; infrastructure improvements; fish hatcheries; research facilities; historical renovations; vehicle maintenance facilities; and correctional facilities, including the Tennessee Prison for Women.
Heery worked with twelve different user groups from various state agencies in the course of accomplishing these projects. A core Nashville-based project team provided master scheduling, workload planning, management planning, and strategic planning consulting, calling upon specialty expertise from within Heery for cost estimating, design and engineering analysis, constructability reviews and coordination reviews. Heery’s management information control system integrated a relational database, project scheduling and tracking information to provide current status to Heery’s project team and the state’s administrators. The results -- the program was executed without claims, and projects that were typically completed in four years were shortened to two years.
