Heery’s relationship with the Commonwealth of Pennsylvania began with several task orders issued by the Department of General Services (PADGS) for pre-construction phase services, including design reviews, constructability reviews and master scheduling, for various higher educational facilities in the Commonwealth.  Since 1999, PADGS has selected Heery for a total of eight term contracts for work at state system institutions including on-site construction management, commissioning and cost estimating services.

Heery’s work has involved extensive pre-construction phase services for several notable university projects, including a $13 million renovation and addition to West Chester University’s Schmucker Science Center and a new $25 million School of Music and Performing Arts Center, also at West Chester University. The Swope Music Building and Madeleine Wing Adler Theatre provides teaching laboratories, acoustically designed rehearsal rooms and recital facilities, and new recording, keyboard laboratory and resource rooms.  Other significant projects included design and constructability reviews for Indiana University of Pennsylvania and estimating and construction management for the $27 million site utility upgrades at Lincoln University.  

Heery is currently providing commissioning services for the construction phase of Lock Haven University’s new 35,000 SF education building; pre-construction services including design/constructability reviews and cost estimate reviews for The Scranton State School for the Deaf; and pre-construction estimating for Millersville University’s new performing arts center.  In addition, Heery is also the commissioning agent for the Pennsylvania Department of Transportation Welcome Center and is providing construction management and commissioning services for the new 340,000 SF Pennsylvania Judicial Center located in Harrisburg’s historic Capitol Complex.
