Santa Monica - Public Safety & Parking Structure

Heery (as the JCM Group) provided full project and construction management services from architect selection through construction closeout for a 180,000 SF modified design build facility, designed as the headquarters for the Santa Monica’s police and fire departments. The structure, comprised of four floors above grade and two below, functions as a state-of-the-art joint emergency operations center and includes a new jail with a capacity for 110 detainees and an underground, 90-vehicle staff parking structure. Site work included utility infrastructure, curbs, gutters and construction of a new thoroughfare for the City of Santa Monica’s new civic center project, for which the public safety facility provides the anchor design.

The City of Santa Monica established the goal of obtaining a LEED Silver rating for this facility. Heery assisted the city in meeting all conditions necessary for this certification. During design, Heery performed detailed cost studies for every design innovation that was developed to meet the city’s sustainability guidelines. Heery also coordinated with construction contractors in establishing relevant cost information to assist with meeting LEED requirements.

The public safety facility is the City of Santa Monica’s first major facility designed and built with the intent of minimizing its lifecycle impact on the natural environment while providing for the health and comfort of the building’s occupants. As the headquarters for the police and fire departments in addition to the 9-1-1 center and other facilities, the importance of maintaining the indoor environment quality is imperative. In addition to providing a healthy and comfortable place to work, the city demonstrated its commitment to the environment by designing the facility to be extremely resource and energy efficient. As a measure of its sustainability, the structure is the first City of Santa Monica facility to be awarded the USGBC’s LEED Silver certification.
