Heery’s commissioning team was selected to provide a full commissioning management service for the system installation inspections on the Oregon Department of Corrections (ODOC) Warner Creek work camp. The scope of work included reviewing design construction drawings and specifications, site coordination and inspection, commissioning planning, factory testing and functional testing and monitoring for all mechanical, electrical, plumbing and low voltage systems. Performance was designed around LEED® Silver requirements, although the project will not apply for formal certification. A geothermal heat source added a unique perspective for the energy planning and commissioning of this project. The harsh climatic conditions of the geographical location required commissioning review work to be detailed to make sure full operational intent was met for all ambient conditions. Intensive client liaison and involvement of ODOC staff in the planning and commissioning scope agreement gave greater insight for correctional facilities and their unique operational concerns and potential problems. After a three-week, fault-free running and controls fine-tuning period undertaken prior to inmate occupation, the Warner Creek facility was completed September 2005.
