Oregon Department of Corrections - Deer Ridge Facility
Heery provided construction management and commissioning services for two facilities in Madras, Oregon. The new $191 million Deer Ridge Prison construction program consists of a 167,000 SF, 856-bed, minimum-security prison and a 368,000 SF, 1,240-bed, medium-security prison occupying 200 acres on a 400-acre site. Both complexes include food service/dining, medical, operations/program services, religious, maintenance and recreation/multi-purpose areas. The site also has warehouse/vehicle maintenance, fuel depot, and water and radio tower buildings. Main access to the sites is provided by the new, 2.5-mile road from Madras. ODOC used prototypical designs, site-adapted to each individual location, for both the minimum and medium-security facilities in the program.
The project management team’s responsibilities included project/program management, consultant oversight, construction oversight, financial and schedule management. The commissioning team provided full commissioning management services at both facilities, including design construction drawings and specifications review, site coordination and inspection, commissioning planning, factory testing, functional testing and monitoring for all mechanical, electrical, plumbing, low voltage and security systems and system installation inspections on the site. Heery also provided independent testing and inspection services. The performance was designed around LEED® Silver requirements.
