CSOSA - Court Services and Offender Supervision Agency

The Court Services and Offender Supervision Agency (CSOSA) provides supervision, drug treatment and other related support for adult offenders on probation or parole, working to ensure that defendants and offenders comply with the conditions of their release and successfully re-integrate into the community.  As part of the National Capital Revitalization and Self-Government Improvement Act of 1997, CSOSA was required to establish and operate an intermediate sanctions program, as well as several community supervision units.

Heery provided design and construction management services for interior and exterior renovations to several community supervision units ranging from 20,000 to 30,000 SF and for other small design projects for CSOSA’s various office and community facilities.  In addition, Heery provided design and construction management services for the conversion of Karrick Hall, a circa 1961 medical student dormitory on the site of the former Washington, D.C., General Hospital, into a comprehensive re-entry and sanctions center.  At $10.5 million, Karrick Hall was CSOSA’s largest construction project. 

The Heery team managed the renovation of the eight-story, 61,000 SF building, leaving only the shell of the existing building intact.  The first floor now houses administrative areas, while the second provides space for interviews, sickbay and a resource laboratory with workstations.  Floors three through eight consist of six units to provide one-on-one treatment services for approximately 100 clients on a round-the-clock basis.  Karrick Hall is located in a historically significant area, which required design approvals from the Fine Arts Commission and National Capital Planning Commission.
